		<description>A &#039;performance based incentive&#039; for homeowners is the most direct way to make housing stock more efficient. Moreover, it may be the best way to stimlute job growth and increase &#039;consumer spending&#039;. 

The current scale up of the Weatherization program has a lot of potential to have similar positive effect. However, in MA at least, it is unclear how the funds will reach the streets. It is top-down and it is unclear how many new performance contractor jobs will come of it. 

 On the State level, job training initiatives take a lot of time and are not related to regional employement needs and existing workforce needs- they seem to be top-down and slow in the bureaucracy.
