Good news--Congressman Welch has also sponsored a bill with language to promote AB811-type programs nationally.  It looks like Senator Sanders will do the same on the Senate side.  These would be a great complement to the REEP provisions and help in the critical area of financing.  Stay tuned for a more complete EF update in this in the next couple of weeks.
