Efficiency First Welcomes New Federal Representative

Efficiency First is excited to announce David Leiter as its new federal representative in Washington DC. David brings a wealth of knowledge and experience to our cause. No doubt, David will help us to promote the path to home performance that will be necessary for our future.

David’s Bio:

David has more than thirty years experience as a senior manager, political strategist and policy advisor at the federal, state and local levels of government. He has been a senior political appointee in the Clinton-Gore Administration, and a senior advisor to two U.S. Senators and a lieutenant governor.

Most recently, David served as a presidential appointee in the Clinton-Gore Administration. David was the Principal Deputy Assistant Secretary for Energy Efficiency and Renewable Energy at the U.S. Department of Energy.

Prior to joining the Department of Energy, David served for seven years as Chief of Staff to U.S. Senator John Kerry of Massachusetts, directing all operations in the Washington and state offices. Prior to his work with Senator Kerry, David served as Chief of Staff to Rhode Island Lieutenant Governor Richard Licht.

Previously, David served as Legislative Assistant and principal advisor on budget and appropriations issues to U.S. Senator Wendell Ford of Kentucky. In 1980, Ford became the ranking member of the Senate Rules and Administration Committee, and David managed the Democratic staff.

David received a B.A. in Economics and Political Science from Providence College and a Masters of Public Administration with a concentration in policy analysis and budgeting from American University.
