I have wondered this same question myself. I think the problem is that the government is feeling like they have to catch up on lost time so they are doing all they can to take a leap in the renewable energy department, while neglecting the conservation of energy. At least they are doing something though. Something is better than nothing, and they've been offering WONDERFUL tax credits for things like geothermal air conditioning. This is interesting. I have wondered this same question myself.
