While congres is at it, it should come up with legislation to streamline
bancrupcy procedures for Contractors.
Sure, they would not design any think like this if it was their livelyhood

		<description>All in all this is a good program EXCEPT that it puts the ENTIRE weight on the shoulders of the Contractor.  If I understand this right...The Contractor pays the customer 50% before starting the job, buys all the materials, supplies and pays for all the labor, does all the paperwork, pays for all the education, certifications, bonds, insurances ALL to enjoy a 10-20% margin???  Contractor is into this 150% before getting a dime...
