The current issue of Home Energy magazine features an article by Efficiency First board member Doug Donovan and Jared Asch, the association’s national director, summarizing a number of alternative financing options now that the Federal Housing Finance Agency has forced most of the nation’s Property Assessed Clean Energy (PACE) financing programs to suspend operations. The article singles out unsecured private-capital lending programs, the Federal Housing Administration’s Energy Efficient Mortgage program, on-bill financing programs and utility-based demand-side management programs as viable alternatives to PACE lending.
